Hi Keith,

=IF(P2=0,20,
   IF(AND(P2>=0.1,P2<=0.9),15,
   IF(AND(P2>=1,P2<=1.5),10,
   IF(AND(P2>=1.6,P2<= 9.9),5,
   IF(P2>= 10,0,"not in conditions"
)))))

=LOOKUP(P2,{-1,0.1,1,1.6,10},{20,15,10,5,0})
