I can no longer open/import .csv as simple values, but always as a table?!?

This is really frustrating and has been eating at me for a while now. No idea when it happend, but it must have been relatively recently (past year or so)...

When I import data in csv format (regardless of the extention and the delimiters), it always gets converted to a table. Excel no longer opens the wizard, which allowed for a lot of control over the data in a simple manner. :(

I really don't want tables!!! Just simple values in a spreadsheet. What am I missing here, why am I forced to go through extra hoops to get my data the way I want it :(
