How to scroll inbetween cells?

Hi,

I am working with large data and have, for example, used the max height of a cell. When I scroll down to the cell below it, the large cell above it scrolls all the way to the top and goes off the screen. This means I cannot see any of the content in the large cell. How can I scroll such that it is not cell-to-cell but also partially inbetween cells so I can see the at least the lower half of the large cell as well as the cell below in which I type.

I have tried using the scorll bar and the arrow buttons but the problem persists in both. 

Using Windows 10; Excel 2013 if that makes a difference.
