How to Save Excel as CSV with semi colon delimiter but using period as decimal point in numbers

Is there a way to save an Excel file as CSV using semi colon delimiters without changing the decimal point to a comma?  I need a semi colon delimiter but my numbers need to have a period as a decimal separator.

All of the solutions I find to using semi-colon as a separator involve changing the decimal separator to a comma but this is not working for the application that is trying to consume the csv file.
