How to repeat the group name for the black cells in excel?

Hello All,

 Not familiar with the excel formulas. I want to  duplicating values for the empty cells based on the high level "group name" with an excel formula. Using a static excel file (source file) for testing purpose we want the repeat the values in the empty cells under the group name. Please check the screen shot attached for more information.
