How to outline text in an excel cell?
How can I format text in a cell the same way I can in a text box, I want to make text look like the text in the image attached but in a cell instead of a text box.

There is no built-in support for that in a cell, so you'd have to use a dedicated outline font.
Colonna MT comes close, and you can download others from the internet.
