how to make cells do certain tasks?

I am new to excel and looking for a way to make things automatic. I want to make a table with a yes or no toggle cell and do certain actions like... if no, to apple a strikethrough and fade to text and if yes, to make no changes. can this be done? here is a picture for reference.
