how to get an Outline group to open downward

If the grouping can be based on some logic, like sum formulas above a range of numbers, then try Auto-outline. It should group based on the 'direction' of the the formula. If it doesn't you can force the outline button to appear above the group by entering some numbers an a SUM above it and group that one first.
Once Excel has grouped data that way, all following groupings go in the same direction. No matter what is grouped. I've attached an example.
