How to force showing all rows when people save a shared workbook

My team shares a workbook, different people need to see different data points and rows get hidden when they filter to show just what they want. The problem comes when the workbook is saved it keeps all the other rows hidden and filters will only offer options to filter the previous user's choices. Is there a way to force showing all rows when the workbook is saved?
