how to express a tolerance, even if it is plus or minus x, or plus x, minus y

That's interesting!
I tried that by merging two stacked cells into one, enlarged the height of the font, and like you said, I put 'Alt 43 0.00in the cell to the right, and 'Alt 45 0.010 right below the plus 0.00 cell.
+0.00
25 -0.010
(It looked better in Excel because I changed 25 from 11PT to 30 PT)

I'd use 3 cells: one for the main value, one for the negative tolerance, and one for the positive tolerance.
