How to disable scroll bounce animation when reaching to top of sheet?

Do you have an Add-In installed? This may be the culprit?
- I have Kutools/Officetab/Ablebits and Macabacus. But I also tried it on the computer of my friend, that has a clean install of Excel, and it also shows the animation
