Your question is far too open-ended AND vague to elicit any substantial response. It would help us help you if you gave some thought, first, to spelling out such things as (but not limited to):
- literacy in what aspect of digital competency? (e.g., using Excel, using Word, using computers in general)
- how you'd test it on paper? (i.e., write out a few questions and responses that would be used if NOT in Excel)
