How to auto fill values based on rule

Is it possible to have Excel automatically input data from the total to the 5 levels and 2 levels using the rules I have next to it? I've been trying to look into it for a while but I've had no luck,...

Don't you mean 20-24 = 4? If so, in C2:

=QUOTIENT(B2,5)

In D2: =--(B2>=10)

Fill down.
