How To Add Values To Every Row Increasing Based On N Row Number

Hi -

Not the best with excel and I'm trying to find the best way to increase a value every N rows.

What I am trying to do:
Start with 0 for rows 0-1000 then increase to 1 from rows 1001-2000 and 2 from rows 2001-3000.
