How to add or remove a row in an outline group

I created an Outline for a table (which contains subtotals for the categories and a grand total), but now I'm unable to add an additional row or delete a row from the table. The problem occurs when I Ungroup or Clear an Outline. The same problem occurs when I get rid of the Outline, then Ungroup or Clear an Outline. Is there a fix for this?
