How to a put lines vertical and horizontal in a spread sheet at the same time

I am having trouble putting lines both horizontal and vertical at the same time  in a spread sheet.  The instructions were not helpful.

    Do you want to keep some rows at the top and some columns on the left visible all the time?

    If so: let's say you want rows 1 and 2 and columns A, B and C visible.

    Select the cell below row 2 and to the right of column C, that is cell D3.

    On the View tab of the ribbon, in the Window group, click Freeze Panes.

    If the top item of the menu says Unfreeze Panes, select that, then click Freeze Panes again.

    Select Freeze Panes from the menu (if you're using the desktop version of Excel) or Freeze at Selection (if you're using the online/browser version).

     

    If you want something else, please provide more details.
