How do you reduce the number of rows and columns in Excel
You can't remove rows/columns at all, you may only hide them. That won't affect the performance. Did you clear the data by Clear All on empty regions?
this is a total miss by the excel team. I have 1000 rows of data and 1048576 total rows in my spreadsheet.
The right scroll bar is rendered useless. If I want to scroll up, I can goto the top. But, the possibility of scrolling to row 1000 is impossible with the scroll bar as even a tiny movement puts me at row 4000. WAY past my data.
I'm not using rows 1001 - 1048576, so why would they show? There should be a way to better control rows. Hiding rows just seems dumb to me.

Something that has worked for me on occasion is to select a row using the headings to the left and then Ctrl/Shift/Down to select the bottom of the sheet. Then Cells/DeleteSheetRows to ensure they are empty. Do the same with columns if needed. The saving the file and reopening it should sort any Used Range problems. The vertical ruler should then align with your data.

Sometimes it works; other times, no.
