Horizontal Scroll Bar moving in wrong direction

Hi!

I'm having a problem with the horizontal scroll bar (not a scroll lock / freeze panes issue).

I'm always working with sheets that are right to left oriented (so column A on the right side of the screen)
When I'm moving The horizontal bar its going backwards: if I'm scrolling to the left the sheet moving to the right when it supposed to move to the left and vice versa, and when I'm leaving the horizontal bar the whole sheet jumping to wrong column.
The problem is not occurring when I'm switching the sheet to left-to-right view,
the workbooks worked fine just a few days ago, and the problem happens even in new created workbooks.
