    If manually you may uncheck this setting

    Please note, it's on workbook basis, not global.

    If by VBA you shall use 

    ActiveWindow.DisplayWorkbookTabs = False

    in macro which NikolinoDE suggested, Application.CommandBars("Workbook Tabs").Visible doesn't work.
