Header Text Limit Not Reached, but still not working

My header and footer text is under 160 characters (including spaces). Either the header will leave out text or I'll get the message I have too many characters (which i thought was 255). The same header text works fine in other excel documents. Any suggestions?

    JackieReichl  I just figured it out. In this header I use "&". Because excel uses this as a marker you need to double it "&&" for it to show properly.
