Not sure what Inquire is in all versions of Excel, but in any case you shall activate it in options -> COM add-ins.
Without it what I did step by step
Formatted cells with deleted values (Ctrl+End)
Select yellow cells and Clear All them
Ctrl+End forwards on last deleted cell
Now Save, Close and open the file again. Ctrl+End forwards correctly

For others who have the same problem, you can find the COM add-ins in Insert --> Add-ins --> My add-ins --> manage other add-ins.
which opens a window displaying all the add-ins. where you can manage different add-ins.
