IMHO, formula from co-worker with FREQUENCY doesn't work since most probably we have at least one blank cell in column C. Another IF is required to handle that.
That's good Co-Pilot suggested simple formula for the modern Excel. Not good it explains how not-workable formula works in pre-DA Excel.
