FREEZE PANES NOT FREEZING PANES!

I am administrator with prior excel experience and since switching to Office 365 I am unable to Freeze Panes. I enter the row under where the freeze should happen, go to view and select freeze panes (rows). Scroll down and presto...no panes are frozen. HELP please.
