Formula
Need a formula that turns a cell orange if percentage is between 85 and 99%
Turns the cell red if 100% or greater.

Select the cell or cells.
On the Home tab of the ribbon, select Conditional Formatting > New Rule...
Select 'Format only cells that contain'.
Leave the first dropdown set to 'Cell Value'.
Select 'greater than or equal to' from the second dropdown.
Enter 85% in the box next to it.
Click Format...
Activate the Fill tab.
Select orange.
Click OK, then click OK again.
Repeat the above steps with 100% and red instead of 85% and orange.
