Formula required

I am busy setting up a progress report spreadsheet and need a count of the number of cells that contain 'Review completed on'. The problem is, I will not just be typing 'Review completed on' in the cell but will be adding the date it was completed, e.g. 'Review completed on 10/07/2024.' What criteria do I put in the formula for it to look for those 3 words, irrespective of the date being included? I also highlight the cell in green when I have completed it. Can I put in a formula for it to count based on a cell colour?
