Formula HELP!!

I have a pivot table that contains towns and their postcode, with a count of the number of occurrences. Table 2 contains 3 columns- local council area, towns and postcodes. The end result I want is a formula to calculate the number of occurances in each local council area. What formula do I use? Really need to work this out in the next 24 hours. Help please? KB
