Formula help needed

Hi Tech Community,

Need help to create a logic which incorporates following conditions in order to pull YTD sales(Jan& Feb 2023 versus Jan &Feb 2024):

the logic should always follow the hierarchy of DSA, SCC,SV

I have attached the sample dataset. I really appreciate your help!
