Formula Excel uses to compute percentile when index not integer

I am writing a program (in C#), using data created in EXCEL as my guide.  There are a couple of places where percentile is being used, and the index is not always an integer.  I have tried every formula I can think of, and can't quite come up with the same value as Excel does.  Any hints?
