Formatting protected cell

In an Excel sheet, I have blocked several columns for safety.

Users would like to have the ability of changing the color of some blocked cell.

What is the best way to give them such possibility, without the risc they also change the content.

For example Worksheet "Invoer scholing" they like to change the colours in columns C and K (header "Naam") dependant of the name of the person.
