I'm sending you a file with a sample of two possible solution for the first part of your problem.
1. In columns A:B we have your data (fake entries);
2. In F3, we have a formula to deliver the user that checked in most recently;
3. In I3, we have a formula to deliver the most recent checkin from the user indicated in J2.
Please, let me know if it helps you and we can think about a solution for the second part of your problem.
