FILTER and "linking" cells

I have 2 spreadsheets, 'Inventory' and 'Users'. Inventory includes make, model and S/N. I utilize =FILTER to import the make, model and S/N into the User spreadsheet and assign a user to the device. 

Problem: when a device breaks and I remove it from the Inventory Spreadsheet all the names are now misaligned. Meaning, if I had 10 devices and 10 assigned users everything is aligned. However, if 2 devices break and are removed now the User spreadsheet only has 8 devices, but there are still 10 users and everything is misaligned.

Question: Is there a way to tie the cells together so if a device is deleted from the Inventory spreadsheet the cell containing the name would also be deleted?
