Yes, this is possible, at least for these versions:

    • Excel 2016 for Windows and later versions
    • Excel 2019 for Mac and later versions
    • Excel for Microsoft 365 (formerly known as Office 365) for Windows and Mac

These are the actions for Excel 365 (menus on the other versions may differ):

    1. Put your state names and country names into the same column (or Excel table column), with your quantitative data in a column just to the right.
    2. Select ("highlight") the range of names.  On the Data menu, in the Data Types section, click the Geography icon.  Excel will work for a while converting those names to geographic locations.  (Verify that it chose Georgia the state/country, depending on what you intended, by right-clicking the Georgia cell and selecting "Show Data Type Card".  If Excel chose the wrong one, right-click the cell and select Data Type > Change…)
    3. Select the geographic locations and their data, including column headers.  On the Insert menu, click Recommended Charts.  It may take a few seconds to appear, but one of the charts displayed on the left should be a world map.  (If that does not show up, it should be under "Maps" on the "All Charts" tab.)  Select it; click OK.
    4. Customize the map chart as desired.
