Fill Up Blank Rows without overriding existing values

Hey - Lets say you have a simple table with Month and Target Value - we have populated April and Dec with values 2 and 5 respectively and wanted to use Fill Up to populate jan-Mar with '2' and May-Nov with '5' but it just puts 5 in every cell over-riding the 2 in April !

Power Bi for example does exactly what I am trying to do here in Excel.

Is this possible?

    Select B3:B14.

Press F5 or Ctrl+G to activate the Go To dialog.

    Click Special...

    Select Blanks, then click OK.

Only empty cells will be selected, and B3 should be the active cell in the selection.

Enter the formula =B4 and confirm it with Ctrl+Enter to populate all selected cells.
