Fill right and Ctrl + R error:
cell copies value in the cell to the right into itself, rather than propagating cell value to the right.
Anyone got suggestions on how to fix this?

On which Excel platform/version you are?
And did I understand correctly - you select some range in the row, Ctrl+R, value in the first cell in that range is not copied to other range cells?
