That's great. Thanks very much. I actually needed it to say, if it doesn't equal USA then EXP, which I have fixed, but now even a blank cell is registering as EXP. what do I need to do to get it to ignore blank cells?

One more question if you don't mind?
I'm trying to conditional format cells that respond to the word refund in say column C. I want the the value in column F to turn into a negative currency number. How do I do that.

Eqa33 Column F? I guess you mean column H. Conditional or Custom formatting a number to make it display as a negative number doesn't turn the number into a negative.
The CF rule would be =C4="REFUND", applied to the range $H$4:$H$nnn , and set the number format to Custom, -0
As said, the number will look like a negative, but if you want to calculate further with it the underlying number will still be a positive.
What you could do is when you have a column C (Pmt Cleared) and amounts (all positive) in column H, add one more column, let's say column I called "Amount +/-" and use a formula like:
=IF(C4="REFUND",-H4,H4) and copy it down. Then, do all following calculations on column I.
