In Excel, if you want to make a cell static (i.e., freeze it) when scrolling down, you can use the "Freeze Panes" feature. To make cell A1 (or any other specific cell) static while scrolling, follow these steps:

1. Select the cell that is below and to the right of the row and column you want to freeze. For cell A1, select cell B2.
2. Go to the "View" tab in the Excel ribbon.
3. In the "Window" group, you will find the "Freeze Panes" button.
4. Click on the "Freeze Panes" button and select "Freeze Panes" from the dropdown menu.

This will freeze the rows and columns above and to the left of the selected cell (cell B2 in this case). So, when you scroll down or to the right, the cell A1 will remain visible, making it a static reference point.

If you ever want to unfreeze the panes, simply go back to the "View" tab, click the "Freeze Panes" button, and select "Unfreeze Panes."

Remember, this feature is for viewing purposes, and it doesn't affect the content or functionality of your Excel spreadsheet.
