Excel
There's no way somebody else can answer that. There should be; after all, that's what you're being prompted to do. But we don't have the sheet in front of us. That is why I asked you: Have you tried? What happens?
When you say you "got from Excel" what does that mean? Is it one of the templates that Excel offers on this larger website? Which template?
NOW, it occurs to me that it's possible that the sheet is "protected" and if so, if it's been protected without a password, then you can go to the menu across the top, select "Tools", go down to the word "Protection" and try to "unprotect"
IF it's been protected with a password, and IF it doesn't allow you to edit that field, despite the prompt, then it's just another example of a poorly thought out template. Wouldn't be the first.

Hello mathetes,
I included a screenshot of the excel spreadsheet. I am able to edit the cell itself. Meaning I can change the value "9.80%". The question I have is, can I edit/delete the box that says "Enter Tax rate in this cell"
Thank you for your time and understanding.

Just for the record, that is a very different question than you were asking at the start. You were asking how to edit a cell. Recall that I said, my first reply, "(Your question is a bit ambiguous, albeit accompanied by the image.)"
So now that we know that you CAN edit the cell, and are just wondering about the text box, I go back to my question: "Have you tried?" "If so, if you've tried, what happens?" If it's possible, you should be able to click on or in the box and see the cursor rest in it. If not, then you can't.
If you can't edit the text box, have you tried my suggestion (accompanied by illustration) on how to unprotect the sheet?
Beyond that, there's not much help that anyone can offer. Templates are just that, templates. They're meant to suggest HOW one could create a sheet on your own to accomplish a task; sometimes they can be used "out of the box," for that task, but often they contain their own limitations. That looks to be a fairly simple template, and one that could be readily re-created with very basic Excel skills.
Which brings us to a bigger picture question: what is it that you're trying to accomplish, what task, within which this spreadsheet is just one smaller piece?

Thank you for your time in this matter. I will just delete the cell so that the box won't pop up anymore. Take care
