Add-ins work in Excel for the web
Add-ins fail only in desktop Excel when signed in
Issue occurs on two different Windows PCs
Add-ins become available when Office is signed out
Connected Experiences enabled
No Office/Cloud policies configured
Office add-in cache and identity cache already cleared

I do have one correction to my post. I have a Microsoft 365 Family plan.
Same exact issue for me, but I have three devices and it is working on one of them. All three have the same Excel build 2608 (Build 20326.20144)
Same here. Went through 2 support sessions with Microsoft and they couldn't fix it. Can confirm this is happening on 2 different PCs.
