Excel workbook top way too big Can't see rows and columns

If it is the formula bar you can click the arrow/carat in the upper right corner to reduce it back to 1 line:
or click ctrl-shift-U
The first thing I'd check is this little sliding setting at the bottom right of the Excel window.
The other place to access that same setting is in the tool bar associated with View
