Excel Workbook Defaulting ShortDate to General

I have a problem where excel seems to be defaulting data in my spreadsheet from shortdate to general for workbooks sent from another user. Team members who receive the same file do not have this issue. I think this has to do with default formatting in my excel, but I don't know where to check for that. There are no macros or templates applied that I can see either.
