Excel shortcut ctrl+; doesn't work it gives ellipsis

the ctrl+; used to work for a date. The cytl+: stillworks to give a time. What has happened. I am using office 2019 and Win 10. It used to work.

  Your suggestion was excellent. Thanks. It solved my problem. The assistance is greatly appreciated. An "expert" played with my machine remotely for > 30 minutes and accomplished nothing. This resolved my issue in > 5 minutes.
