Excel selects wrong cell
Our IT team has also already tried everything possible, including reinstalling Windows and Office, and even providing a new laptop. None of these solutions have worked. They also contacted Microsoft, but Microsoft responded that this is not a known issue.
This problem only occurs in Microsoft 365 and does not appear in previous versions of Excel.

I have a new theory. How old is the workbook this happens in? All of my workbooks it happens in are several years old. I've not experienced it in newer workbooks (2 years and younger).

Unfortunately it happens to me even on new laptops. The company has changed mine twice since this issue arose, in a desparate attempt to fix it.
As for 'known issue' - yes, it's disgusting when they deny something as serious this.

Apologies, by workbook, I meant Excel Workbook, not machines.

I have even tried on the fresh workbooks I.e fresh excel sheet as well. And still faced this problem

Yes, even on fresh, newly created workbooks the issue occurs as well.

Good idea, never thought about that. Unfortunately, I had this on freshly created workbooks. We could proceed this way though to exclude reproduction steps.
The repro conditions to me seem to be more like:- Multiple monitors or at least window resizing happening at least once
- Freeze Panes
- Multiple HID (mouse+trackpad)
Do you have any counterexamples to exclude any of these?

No, unfortunately my situation applies to the first 2, and no experience with the last one so can't rule it out.
Another idea I had was pertaining to how large the files are, or how many rows/columns we are working with. If not that, maybe how rows are being inserted has something to do with it?
The workbooks I experience this with average about 1600 rows, about 150 columns, maybe 3-5 tabs, though some have dozens of tabs.
I use the shift+i+r shortcut for adding new rows.
My much smaller workbooks seem to function without problem.

My worksheets are much smaller (usually within 100x100), however I nearly always have multiple sheets, that could be a requirement for reproduction.
