Excel Repair Tool Fail... and everything else!

I have a file that I've used for years and saved within a personal OneDrive folder.  I went to open the file after my PC's battery died and forced a shutdown and Excel let me know the file was suddenly corrupt and wouldn't open.  Upon going through all the avenues to Open and Repair, I continued to get the same message.  I've also downloaded and tried the Phoenix Stellar repair tool and it will not recover either (says its corrupt and cannot preview).  

Does anyone have any fix for this?  I've tried several avenues but nothing has seemed to work.
