On the ribbon, click File.
Then select the "Options" item.
Find the "Advanced" item in the right panel and click on it.
Now scroll down to the item "Display" and under "Show the following for cells with comments:" check the box "Comments and indicators".
Close the Excel options by clicking on "OK".
That's it! All comments are now permanently displayed.
A user does not have to "mouseover" the triangle.
If you want to hide the comments again, simply repeat the points mentioned.
Instead, click on "Indicators only, and comments only when hovering over them" and confirm again with "OK".

I would like to redefine the problem I am having. When using the Mac version of Excel (version 2019), I am unable to show any threaded comments. Instead I am being shown the following message:
"Threaded comment. Your version of Excel allows you to see this comment."
Before updating to the new version Office on my Mac, I was able to both see and create new threaded comments. Is there any way I can use threaded comments in the current version of Office for Mac? For your information, I do have an active subscription of Office 365.

By default, Excel for Mac displays an indicator when a cell contains a comment or a note. You can control how Excel displays comments and indicators in cells by changing the default settings to always show or hide the comments.
Click Excel > Preferences > View (under Authoring).
In the View dialog box, under For Cells with Comments, Show, do one of the following:
To hide both comments and indicators throughout the workbook, click No comments or indicators.
To show indicators but display comments only when you rest the pointer over their cells, click Indicators only, and comments on rollover.
To always display both comments and indicators, click Comments and indicators.
