Excel Problem with PostgreSQL connection

Hi, there. 

I've got a problem, when trying to connect to PostgreSQL Database.

According to recommendations (link on Learn more), I've updated Npgsql but this did not help.

Could anyone tell me, where is the problem, and how to fix it ?
