Excel Pivot Charts

I don't see how you might stack two amounts on top of each other, without the end result being that the height is the sum of both periods. If you want them "stacked" one in front of the other, then you have the issue where if dept A happens to have a lower value it may disappear behind the bar for dept B, depending on the plot order.
