Excel not stapling one sheet in workbook

I'm trying to print a whole workbook, I have gone through each page and selected "Staple top left" but there's one sheet that will not staple no matter where it is in the workbook. If its in the middle, it will staple the sheets in front, skip over that single sheet, and then staple the following pages together.

I cannot figure out why it will not staple that one sheet when the "staple top left" is selected!!
