I hope you are doing well,
OK What happens if you launch MS-Excel FRST, then click the Open Button, navigate to where the file is and selected it, and press the Open button?
Also Notice the Open Button has a Drop down arrow and you can Open and repair the file...
Try this option as well.
Also, if Excel has a Personal workbook created, each time Excel starts it will open this special workbook, and you can't have two active workbooks with the same name... So this is where the Read Only option is coming from.
Let us know what you observe and maybe we can go further afterwards.
