Your screenshot is from Excel IMAGE function - quick way to insert picture in cell with formula, an article from 2023. Apparently the popup feature didn't make it into the released version - it is not mentioned in the official documentation IMAGE function
Indeed, I think it's possible that this feature was removed for some reason (it wasn't even optional), which is a pity!
