Excel formula not working

The times in column A are not recognized as time by Excel. Try this:
- Select column A
- From the Data tab of the ribbon, press the Text To Columns button
- Click Finish
- Select column A
- From the Data tab of the ribbon, press the Text To Columns button
- Click Finish
